RATS and RASE upgraded to version 3.00

As previously announced, we've started upgrading our web services: Rambla Transcoding Service (RATS) and Rambla StreamEnabler (RASE) have been upgraded to version 3.00. Among the new features are device-specific transcoding profiles for RATS (e.g. iPhone) and a "sniff" resource that allows you to capture a number of incoming broadcast packets through the RASE API or web-interface.
